Cover Page Submission Instructions

An Online Cover Page (OCP) must be submitted for all E/PO proposals. Please print and read this page for instructions on how to complete an OCP.

To begin a new OCP, click on Start a new proposal on the Submittal page. The email address of the Principle Investigator is required to begin a new proposal. Once entered, click on Create new proposal. This will generate a Proposal ID Number that will only be sent to the Principal Investigator of the E/PO proposal. The Proposal ID Number will allow for additions or modifications to be made to the OCP. [If the Principal Investigator loses or forgets their proposal ID Number, they can send an email cyclehstepo@stsci.edu to have it emailed to them.]

The OCP is broken into 6 stages and are explained below. Information can be entered in any order by using the buttons at the top of each stage page. Once the information is entered, click on Save and Continue at the bottom of the page or use the buttons at the top to move to a different stage. No matter how one moves between the stages, all entered information will be saved.

All stages, other than ADDITIONAL INFO, are required. The forms will warn when required information is missing. One is given the option to Ignore and continue to another stage, saving whatever information has been entered. However, the Review & Print stage will not allow an OCP to be printed until all errors have been resolved.

The 6 stages are as follows:

  • START: Return to the opening submittal page.
  • PROPOSERS: This stage requires the proposer to choose between an Individual or Teamed proposal as well as provide information about the Principal Investigator and Co-Investigator of the E/PO proposal.
  • TEAM: This stage requires information about participating team members, including scientists for a Teamed proposal. Each team member must be assigned an E/PO role.
  • PROGRAM INFO: This stage requires information about the proposed program, including Education Category, Target Audience, Evaluation, Budget, and Abstract.
  • ADDITIONAL INFO: This stage collects data about participating underserved/underrepresented institutions, when appropriate, as well as whether the proposer received proposal guidance. This section is not required
  • REVIEW & PRINT: This stage is the final stage of the Online Cover Page. Once the proposer is satisfied that all information is correct, the OCP should be printed, signed and included in the final documents to be sent to the grant program (see the Call for Proposals).

An OCP should only be printed for signature if all the information is final. There will be a LAST MODIFIED DATE at the bottom of the OCP. Before sending the final proposal documents, please verify that the LAST MODIFIED DATE on the OCP is correct. The OCP will be checked to verify that it is the LAST MODIFIED DATE OCP. If it is not, the Principal Investigator will need to send the correct, signed OCP to the grant program staff.
